When enterprise technology leaders hear “AI control,” they often imagine one of two things: a governance document sitting in a SharePoint folder, or an IT approval process that takes six weeks and kills momentum.
Neither of those is what AI control actually looks like when it’s working. And the gap between the perception and the reality is one of the main reasons enterprises remain exposed.
Real AI control is not about restriction. It’s not about slowing teams down. Done right, it’s what allows teams to move faster — because the guardrails are already built into the environment they’re building in.
Here’s what it actually looks like across five layers.
Layer 1: Visibility — You Can't Govern What You Can't See
Everything starts here. Before you can enforce a policy, apply a guardrail, or answer a board question, you need to know what’s running.
Real visibility means a complete, continuously updated inventory of every AI agent, model, and tool operating across the organization — regardless of who deployed it, which platform it runs on, or whether IT sanctioned it. Not a one-time audit. An ongoing capability.
This is harder than it sounds, because shadow AI is definitionally invisible to traditional IT asset management approaches. Layer 2: The Gateway — Controlling What Models Teams Can Access

A gateway is a single, configurable control point through which all model requests are configured to flow. It’s where you decide which model providers are approved, who can access which configurations, how much they can spend, and what policies apply to each configuration.
Practically, this means: if a model provider isn’t enabled in the gateway, it cannot be reached. Budget caps applied at the gateway stop runaway spend before it happens. Different teams operate under different configurations, with different approved models and different spending limits.
This is not bureaucracy. It’s the AI equivalent of network access control — and it’s just as foundational.
Layer 3: Guardrails — Runtime Inspection of Every Interaction
A policy document tells people what they’re not supposed to do. A guardrail stops it from happening in real time.
Guardrails are an inspection layer that sits on every model interaction — examining what goes in and what comes out, catching violations before they reach users or external systems. This includes:
- Data leakage prevention: Catching sensitive data — PII, financial identifiers, health information, credentials — flowing into or out of models
- Responsible AI filters: Detecting harmful content, policy-violating language, or outputs that violate brand or regulatory standards
- Security controls: Stopping prompt injection attacks, catching attempts to override agent instructions, blocking unauthorized tool use
The critical design principle is that guardrails operate automatically, across every interaction, in real time. Not through periodic review. Not through self-reporting. Not through hoping users follow the policy.
Layer 4: Agent Constraints — Governing What Agents Are Allowed to Do
When AI agents can take real-world actions, content inspection is not sufficient. You also need behavioral constraints — policies that govern what an agent is permitted to do, regardless of what it’s asked.
This is a distinction that matters enormously as AI becomes more agentic. An agent connected to your email system should not be permitted to send messages to external domains without authorization — regardless of what a user prompts it to do. An agent with database access should not be able to query tables outside a pre-approved list. An agent integrated with your CRM should not be able to export customer data to an unrecognized endpoint.
Agent constraints are configurable by policy, applied uniformly, and enforced at execution time — with every enforcement action logged for the audit trail. They’re the behavioral governance layer that sits above and beyond content inspection.
Layer 5: Governance Workflows — Change Under Control
AI systems are not static. Models get updated. Agents get reconfigured. Data sources get swapped. In a regulated environment or a security-conscious organization, none of those changes should happen silently.
Governance workflows define what happens when AI systems change: who gets notified, what approvals are required, what artifacts must be in place before a change moves to production. They create the structured accountability that turns AI management from a promise into a practice.
Done well, governance workflows are not bottlenecks. They’re guardrails for the system itself — ensuring that the investment organizations make in getting their AI environment right isn’t quietly undone by an unchecked configuration change.
What This Enables
The reason to build these five layers isn’t just risk reduction. It’s what becomes possible when they’re in place.
Teams can build and deploy AI agents quickly — because the approved models, pre-configured guardrails, and deployment templates are already there. They don’t have to wait for IT to review every new use case from scratch. They build within a secure framework that moves at the speed they need.
That’s the reframe that matters: AI control isn’t what slows innovation down. It’s what makes sustainable innovation possible. The enterprises getting this right aren’t moving slower. They’re the ones that will still be moving fast in three years, while everyone else is managing the fallout from moving fast without a foundation.
