Q1 2026: Three Critical Learnings Every Enterprise Needs to Act On

Three months into 2026, the AI landscape looks fundamentally different than it did at the start of the year. The conversations we’re having with enterprise leaders have shifted from “should we prepare for AI governance?” to “how do we implement governance fast enough to keep up with what’s already happening?” 

 

Here are the three most critical learnings from Q1, and what they mean for your organization heading into Q2. 

1. US AI Regulations Have Arrived (And They're Moving Fast)

For years, AI regulation in the United States felt perpetually theoretical. That changed this quarter. 

 

In March 2026, the White House released its National Policy Framework for Artificial Intelligence, outlining legislative recommendations for a unified federal approach to AI regulation. States aren’t waiting. Over 100 AI-related laws have been passed across the country, covering everything from algorithmic transparency to consumer protection to children’s safety online. 

 

California's Procurement Power Move

The most significant development? California’s Executive Order N-5-26, signed by Governor Newsom on March 30. 

 

The order directs California agencies to develop AI procurement standards requiring companies to demonstrate responsible policies around: 

 

  • Content safety: Prevention of exploitation or distribution of illegal content, including CSAM and non-consensual intimate imagery 
  • Bias governance: Structures to identify and reduce harmful bias in AI models 
  • Civil rights protections: Safeguards around free speech, voting, human autonomy, and protections against unlawful discrimination 

 

The order doesn’t impose requirements today, but it starts a 120-day clock. By late July 2026, the certification framework will be finalized. 

 

Why This Matters for Every Enterprise (Not Just California Vendors)

California is the world’s fourth-largest economy. When it sets procurement standards around AI governance, those questions don’t stay confined to state contracts. They become the market’s questions. 

 

Other states adopt similar frameworks. Enterprise buyers incorporate the same criteria into their vendor evaluations. And suddenly, the governance infrastructure you built for procurement readiness becomes your governance infrastructure across the board. 

 

The enterprises that prepared early will have a significant advantage. Those who waited to “see what happens” are now scrambling to build governance capabilities under deadline pressure. 

 

What to Do Now

Inventory your AI landscape. You can’t attest to policies around AI systems you don’t know exist. A centralized AI registry tracking ownership, risk classification, and compliance status is the foundation. 

 

Map your governance documentation. Can you produce clear, defensible documentation of your content safety policies, bias mitigation processes, and civil rights protections? If those policies exist but live in disconnected documents or team wikis, they won’t survive procurement scrutiny. 

 

Treat compliance as a system, not a checklist. Between California’s standards, the EU AI Act, NIST AI RMF, and ISO 42001, governance teams face overlapping but distinct requirements. Managing each one manually doesn’t scale. You need infrastructure that maps controls to multiple regulatory frameworks simultaneously. 

 

2. Active Governance Is the Only Governance That Works

The shift in our customer conversations this quarter has been striking. Nobody is asking whether they need AI governance anymore. They’re asking how to implement governance that actually keeps pace with their AI deployments. 

 

The urgency is real. According to Gartner research, 80% of board members believe current board practices and structures are inadequate to oversee AI. And 60% of CIOs and technology leaders believe underperformance in cybersecurity and risk management puts their jobs under threat. 

 

Why Traditional Governance Models Break Down at AI Speed

Most organizations still rely on traditional three lines of defense (3LoD) models for risk governance. These frameworks were designed for slower-moving risks in simpler environments. 

 

The problem? They fall short in three critical ways: 

 

One-size-fits-all governance. Traditional models apply the same governance approach to all risks regardless of their velocity, volatility, or the organization’s risk tolerance. A low-stakes internal tool gets the same governance overhead as a customer-facing AI agent handling sensitive data. 

 

Role-based rather than activity-based accountability. Governance responsibilities are assigned based on broad organizational roles (first line, second line, third line) rather than the specific risk management activities that need to happen. 

 

Analog processes in a digital-speed environment. Technology solutions are bolted on as afterthoughts rather than embedded into governance workflows from the start. 

 

The result? Organizations end up over-governing low-stakes risks while unknowingly starving high-velocity ones of the attention they need. 

 

Dynamic Risk Governance: Matching Governance Intensity to Risk Reality

What works instead is what Gartner calls Dynamic Risk Governance (DRG). The core principle: Customize the level of governance to match the nature of the risk. 

 

High-velocity, high-impact risks (like AI systems processing sensitive customer data or making consequential decisions) require high governance intensity: centralized oversight, strict controls, compliance automation, and continuous monitoring. 

 

Lower-stakes risks (like internal productivity tools with limited data exposure) can operate with lighter governance: more autonomy, co-creation between teams, and outcome-focused oversight rather than process-heavy controls. 

 

Medium-tier risks fall somewhere in between: semi-decentralized decision-making, a focus on outcomes and risk-tolerance thresholds, with agility built into the governance approach. 

 

What This Looks Like in Practice

Start with risk classification. Before you can match governance to risk, you need to classify your AI systems by velocity (how fast they’re changing), volatility (how unpredictable their behavior is), and organizational risk tolerance. 

 

Define activity-based accountability. Instead of saying “the second line owns AI risk,” identify the specific activities required (model validation, bias testing, compliance attestation, incident response) and assign clear ownership for each. 

 

Digitalize governance workflows. When risk moves fast, manual processes create bottlenecks. Automated policy enforcement, continuous monitoring, and machine learning-powered assurance capabilities remove the drag that makes traditional governance too slow. 

 

Create aggregated visibility. Executives need a holistic view of risks across the organization so they can dynamically adapt as the risk landscape shifts. Siloed risk reporting creates blind spots. 

 

The payoff isn’t just compliance. It’s velocity. Organizations with dynamic governance foundations can move faster because they’re not bogged down in unnecessary overhead for low-risk activities, and they’re not caught flat-footed when high-risk situations demand rapid response. 

3. Shadow AI Is Q2's Most Urgent Priority

Here’s the reality check: 2025 was the year of driving AI adoption. 2026 is the year AI is already here, whether your organization sanctioned it or not. 

 

The Shadow AI Problem Is Bigger Than You Think

Your employees are using AI right now. ChatGPT for drafting emails. Claude for analysis. Copilot for code. Gemini for research. Dozens, if not hundreds, of tools that weren’t part of any procurement process, that aren’t tracked in any inventory, and that aren’t governed by any of your policies. 

 

Recent data breaches prove what happens when organizations don’t have visibility into their AI surface area. Sensitive data gets uploaded to external models. Proprietary information gets trained into third-party systems. Compliance boundaries get crossed without anyone noticing. 

 

You Can't Govern What You Can't See

Getting shadow AI under control isn’t just important for Q2. It’s imperative. 

 

This doesn’t mean banning AI tools. That ship has sailed, and more importantly, it’s the wrong approach. Your teams are using AI because it makes them more productive. The goal isn’t to stop that. The goal is to bring visibility and control to it. 

 

What that looks like in practice: 

 

Discovery and monitoring. Automated detection of AI tool usage across your environment. You need to know what’s being used, by whom, and for what purpose. 

 

Risk-based policies. Not all AI usage carries the same risk. Drafting an internal email is different from analyzing customer data. Your policies should reflect that nuance. 

 

Approved alternatives. If teams are using unsanctioned tools, give them sanctioned alternatives that meet security and compliance requirements. Make the approved path easier than the shadow path. 

 

Continuous visibility. This isn’t a one-time audit exercise. AI adoption is ongoing. Your discovery and monitoring capabilities need to be continuous. 

The Common Thread: Governance as Strategic Infrastructure

All three of these learnings point to the same conclusion: AI governance isn’t a compliance exercise you bolt on after deployment. It’s strategic infrastructure that determines whether your organization can move fast, sell confidently, and adapt as the regulatory landscape shifts. 

 

The shift from regulation-driven to procurement-driven governance raises the bar. Regulators ask whether you’re compliant. Procurement evaluators ask whether you can prove it with documentation, audit trails, and evidence of ongoing monitoring. 

 

That’s a higher standard. And it requires governance capabilities embedded directly into your AI operations, not policies sitting on a shelf. 

What Q2 Demands

Heading into Q2, the organizations that will thrive aren’t the ones moving fastest. They’re the ones moving smartly, with the right foundations in place: 

 

  • Visibility into every AI system, model, and agent operating in their environment 
  • Dynamic governance that matches oversight intensity to risk reality 
  • Documentation that can withstand procurement scrutiny and regulatory audit 
  • Multi-framework compliance that doesn’t require manual mapping for every new requirement
