When the board asks whether your AI is “under control,” they’re asking one question — but the answer requires three very different disciplines.

 

AI security, AI governance, and AI compliance are frequently used interchangeably. In practice, they are distinct functions with distinct objectives, distinct tools, and distinct failure modes. Conflating them doesn’t just create conceptual confusion — it creates coverage gaps that leave your organization exposed.

 

Here’s how to tell them apart, why all three matter, and what it takes to actually operationalize them together.

AI Security: Protecting AI Systems at Runtime

AI security focuses on the real-time protection of AI systems from threats, misuse, and unintended behavior. It’s the discipline most analogous to traditional cybersecurity — but the attack surface is different, and the risks are newer.

 

Where traditional security protects applications from unauthorized access or data exfiltration, AI security addresses threats that are specific to how AI systems operate:

 

  • Prompt injection attacks — adversarial inputs designed to manipulate model behavior or extract sensitive information
  • Data leakage to LLMs — sensitive enterprise data inadvertently passed to external models or third-party APIs
  • Excessive agent autonomy — agents taking unintended actions or accessing tools and data beyond their defined scope
  • Tool misuse — agents calling external tools or APIs in ways that weren’t authorized or anticipated
  • Model supply chain risks — vulnerabilities introduced through third-party models, fine-tuned versions, or hosted endpoints

 

AI security is not static. It must operate at runtime — evaluating inputs, monitoring outputs, enforcing constraints on agent behavior, and flagging anomalies as they happen. A security policy that lives in a document does nothing when an agent is mid-execution.

 

The gap most enterprises face: Security tools designed for traditional software don’t map cleanly onto AI systems. The regulatory landscape is evolving rapidly:

 

  • The EU AI Act introduces risk classification requirements, transparency obligations, and mandatory human oversight for high-risk AI systems
  • ISO 42001 establishes a management system standard for AI governance and accountability
  • NIST AI RMF provides a voluntary framework for managing AI risk across the enterprise
  • Sector-specific regulations in financial services, healthcare, and government are adding AI-specific requirements to existing compliance obligations

 

Compliance requires the ability to demonstrate — not just assert — that your AI systems operate within defined standards. That means defensible audit trails, documented enforcement of controls, structured records of human oversight decisions, and the ability to answer regulators’ questions with evidence rather than policy statements.

 

The gap most enterprises face: Most organizations can tell a regulator what their AI policies say. Very few can show what their AI systems actually did — at the level of individual interactions, decisions, or data access events. The compliance gap is not a documentation problem. It is an auditability problem.

Why the Confusion Is Dangerous

The three disciplines are related, and they reinforce each other. But they are not interchangeable — and treating one as a proxy for the others creates real risk.

An organization that invests heavily in AI security but lacks governance will find that its security controls are applied inconsistently — because there’s no framework defining which agents should be constrained and how. An organization that has strong governance frameworks but weak compliance infrastructure will struggle to demonstrate to regulators that its governance is actually working. And an organization that focuses exclusively on compliance will find itself constantly reacting to audit requirements with documentation rather than operating with embedded controls.
